I eleviated some latency by moving as many peripherals as I could to USB3.0, (EtronXHCI.sys) which seems to be less of a problem that USB2.0 but still ranks among the worst offenders. In the course of diagnosing this problem, I tried running LatencyMon and found that some drivers are hijacking the processor for a substantial amount of time. My Windows 10 has been having some trouble lately with games: lots of stuttering and general performance issues.
